Dr. Vasile Baltac possesses extensive and lengthy experience as a senior manager, researcher, consultant, educator, and writer in a variety of large and small companies, as well as in the public sector and NGOs. He received his education from both Romania and the UK, including attending Cambridge University,UK,  granting him a distinctive viewpoint in business and education in Western and Central Europe and the USA. As a result, he has a comprehensive understanding of the cultural disparities between these regions. 

Research experience

Pioneering activity as researcher  in computers at Politehnica University of Timisoara - MECIPT Computer Center (1962-1969)

Research member at The Mathematical (now Computer Laboratory of the University of Cambridge, England, working with Professor Sir M. V. Wilkes, FRS (1966-1967)

Senior Researcher (1969-1981) at The Research Institute of Computers Bucharest , Scientific Director (1969-1979) and  General Director (1979-1981)

Educator experience

As university professor of  computer engineering, management and management information systems, he educated in more than 50 years thousands of students at undergraduate, master or PhD levels.

He published books and papers on management, computers, software, information technology and society, digital divide, eReadiness, eGoverment, history of computers, etc. and is a Senior Life member of IEEE

Management experience

1994 – ongoing.

President & CEO of SoftNet Group, a leading IT and Services Group in Romania

1985-1990

Director General of the Industrial Group of Electronics and Computers, a holding of Romanian electronics and computer companies with 24 manufacturing, research institutes, services and export units with more than 75,000 employees.

1969-1981

Director General and Scientific Director of the  Institute of Computer Technology,  the main RD centre of the Romanian computer industry designing mainframe computers, minicomputers, peripheral equipment, operating systems, software applications.

Entrepreneurial experience

In 1994 set up Novatech Srl that became a leading supplier of automotive equipment in Romania.

In 1998 set up Einhell Romania a supplier of solutions for the handyman and tradesman for home, garden and recreational use. Partnership with Einhell AG Germany.

In 1996 set up SoftNet Services Srl, an IT company. Other companies were born later, forming now the SoftNet Group. One of the companies in partnership with eServGlobal SAS, France.

2008 – 2018

Member of the board of ECDL Foundation. ECDL Foundation, with main office in Dublin-Ireland, is the certifying authority of the leading international computer skills certification programme – ECDL / ICDL, delivered to over 14 million people, in 41 languages, across 150 countries, through a network of over 24,000 test centres.

2000 – ongoing.

Member of the board of World Information Technology and Services Alliance (WITSA). Vice –Chairman for Europe 2006-2010. WITSA, with main office in Vienna, USA, is a leading consortium of ICT industry association members from over 80 countries/economies around the world. WITSA’s members represent more than 90 percent of the world ICT market.

2006-2012.

President, Vice President, member of the Executive Committee of CEPIS – The Council of European Professional Informatics Societies, a non-profit organisation based in Brussels, Belgium. CEPIS represents 33 Member Societies in 32 countries across greater Europe.

2010 – ongoing.

Co-chair of Euromonitor Foundation for Excellence. The foundation, based in Bucharest, Romania, is a nonprofit organization that is committed to promoting, supporting and recognizing excellence in Romanian society.

2012 – 2015.

Member of the Executive Council PEOPLECERT, Athens, Greece. PEOPLECERT is one of the leading players in the global certification industry, partnering with multi-national organisations and government bodies for the development & management of globally recognised (135 countries) certification schemes and the delivery of their related standardized exams.

1992-1994.

Member of the board of State Ownership Fund. The Fund, based in Bucharest, was a national body to manage the state ownership in the economy and privatization process.

1985-1990.

Chairman of the board of Rom Control Data, a joint venture of Control Data Corporation, Minneapolis, USA and Industrial Group for Electronics, Bucharest, Romania manufacturing computer peripherals.

International experience

Prof. Baltac has international recognition being elected as President of CEPIS - Council of European Professional Informatics Societies, member of the board of the ECDL Foundation and Vice – Chairman of WITSA – World Information Technology and Services Alliance. 

He has participated at various European and national policy coordination projects, and has activities within the European Union, UNIDO, World Bank, as well as of several Central and East Europe regional IT&C initiatives. He was invited speaker to many international congresses and conferences.

Civic activities

Dr. Vasile Baltac is a member of a Rotary International Club,  Aspen Institute and other organizations.
